Carlos is a sociologist, he has worked in organizations for hemophilia and coagulopathies in Mexico since 1992. He is currently director of the organization in the state of Jalisco. From 2001 to 2022 he was manager of the national patient registry of the Hemophilia Federation of the Mexican Republic (FHRM), which increased by 300% under his management. He has led lobbying campaigns at the national and state level, he also planned and coordinated the main patient location and registration campaigns in 10 states of Mexico, he was vice president and president of the FHRM, he also chaired several of its national congresses, he coordinated a program . of the World Federation of Hemophilia (WFH) twinning committee and has been a member of several of its committees since 2012, and has also been a speaker at WFH and FHRM workshops and conferences.
He co-founded the Coalition of the Americas and was its project coordinator until 2019.
In his state organization he leads lobbying, training and self-management activities for more than 800 people who receive care in 13 hospitals in the region.
